Reprezentanții Asociației Comunelor din România (ACoR) au participat în data de 9 septembrie 2024, la primul eveniment interregional din cadrul proiectului „Capacitatea administrativă – o pârghie esențială pentru buna guvernare”, finanțat prin Programul Interreg Europe 2021-2027, proiect în cadrul căruia ACoR deține calitatea de partener cu rol cu rol consultativ.
Evenimentul, desfășurat la București, a fost organizat de către liderul de proiect – Ministerul Dezvoltării, Lucrărilor Publice și Administrației (MDLPA) și a reunit reprezentanți ai celor șapte parteneri din proiect: MDLPA, Orașul Viechtach din Germania, Agenția de Dezvoltare Langhe Monferrato și Roero din Italia, Orașul Sint-Niklaas din Belgia, Administrația locală a Municipiului Kekava din Letonia, Federația Municipiilor din Regiunea Murcia din Spania și Asociația Comunelor din România.
Totodată, la acest eveniment au participat și reprezentanți ai părților interesate din România: Ministerul Cercetării, Inovării și Digitalizării, Institutul Național de Statistică, Asociația Orașelor din România și Asociația Municipiilor din România.
Cu tema „Capacitatea administrativă și rolul acesteia în atingerea obiectivelor oricărui instrument de politică publică”, evenimentul a facilitat un dialog constructiv între nivelurile decizional și tehnic, oferind o platformă de schimb de experiență și bune practici între autoritățile publice locale și centrale.
În cadrul întâlnirii, au fost prezentate soluții inovatoare din partea autorităților locale, cum ar fi proiectul de revitalizare a centrului urban din orașul Viechtach din Germania, printr-o implicare constantă și dinamică a cetățenilor săi.
În acest context, au fost prezentate două exemple de bună practică înregistrate în România, de către comunele membre ale ACoR:
a) comuna Ciugud, județul Alba a adus în atenție succesul înregistrat prin implementarea conceptului „smart village”, fiind un exemplu de referință în atragerea fondurilor europene și modernizarea serviciilor publice;
b) comuna Sadu, județul Sibiu a prezentat progresele în digitalizarea și automatizarea serviciilor publice, subliniind importanța raționalizării resurselor și pregătirii funcționarilor publici pentru viitor.
Evenimentul a oferit informații importante despre modul în care diverse comunități din Europa au transformat provocările în oportunități de dezvoltare.

The first interregional event within the project „Administrative capacity – an essential lever for good governance”
The representatives of Association of Communes of Romania (ACoR) have participated, on September 9, 2024, to the first interregional event within the project „Administrative capacity – an essential lever for good governance”, funded by the Interreg Europe 2021-2027 Programme, a project within ACoR holds the advisory partner (AP) status.
The event, held in Bucharest, was organised by the Ministry of Development, Public Works and Administration (MDPWA) and brought together representatives of the seven project partners: MDPWA, the City of Viechtach in Germany, the Langhe Monferrato and Roero Development Agency in Italy, the City of Sint-Niklaas in Belgium, Kekava Municipality Local Government in Latvia, the Federation of Municipalities of the Region of Murcia in Spain, and the Association of Communes of Romania.
Also, to this event have participated the representatives of stakeholders from Romania: Ministry of Research, Innovation and Digitalization, the National Institute of Statistics, the Association of Towns in Romania and the Association of Municipalities in Romania.
Focusing on „Administrative capacity and its role in achieving the objectives of any public policy instrument”, the event facilitated a constructive dialogue between the decision-making and technical levels, providing a platform for the exchange of experience and good practices between local and central public authorities.
During the meeting, innovative solutions from local authorities were presented, such as the project to revitalize the urban center in the city of Viechtach in Germany, through a constant and dynamic involvement of its citizens.
In this respect, two examples of good practice, registered in Romania by the communes member of ACoR, were presented:
a) the commune of Ciugud, Alba County brought to attention the success recorded through the implementation of the concept „smart village”, being an example of reference in attracting European funds and modernizing public services;
b) the commune of Sadu, Sibiu County presented the progress in the digitization and automation of public services, focusing on the importance of rationalizing resources and preparing public servants for the future.
The event arose great interest from all participants, providing valuable insights into how diverse communities in Europe have turned challenges into development opportunities.
