În zilele de 26 și 27 februarie 2025, reprezentanții Asociației Comunelor din România (ACoR), partener cu rol de consiliere în proiectul „Capacitatea administrativă – o pârghie esențială pentru buna guvernare” – AdCap4GoodGov au participat la cel de-al doilea eveniment interregional, desfășurat la Viechtach, Germania.
La acest eveniment au participat, în format fizic și în format online, reprezentanți ai autorităților administrației publice de la nivel local, regional și național din Belgia, Germania, Italia, Letonia, România și Spania, precum și experți și factori de decizie implicați în activitățile proiectului.
Evenimentul – organizat de partenerul german, a vizat relația vitală dintre capacitatea administrativă și resursele umane, ținând cont de faptul că resursele umane reprezintă forța care orientează schimbarea oricărei administrații.
Pe agenda evenimentului s-au regăsit următoarele:
a) informarea reciprocă cu privire la strategiile și instrumentele pe care partenerii AdCap4GoodGov le folosesc pentru a consolida capacitatea administrativă în beneficiul comunităților pe care le reprezintă;
b) implicarea și sprijinul comunității în furnizarea de servicii de calitate;
c) explorarea de noi bune practici/soluții inovatoare promovate de parteneri și părțile interesate, care ajută resursele umane să fie mai bine pregătite pentru a face față provocărilor prezente și viitoare;
d) aprofundarea aspectelor tehnice în discuții privind progresul și activitățile desfășurate în cadrul proiectului.
În acest context, reprezentanții Asociației Comunelor din România (ACoR) au dezbătut cu partenerii cu privire la domeniile de interes comun și modalitățile prin care aceștia pot beneficia de experiențele celorlalți.
Alături de partenerul belgian – orașul Sint Niklaas, la acest eveniment au participat și reprezentanți ai municipalității Temse, iar alături de partenerul spaniol – Federația Municipiilor din Regiunea Murcia, au participat și reprezentanți ai structurii executive responsabile de recrutarea personalului din Regiunea Murcia, care au prezentat inițiativele lor privind formarea resurselor umane în contextul digitalizării serviciilor publice și pentru a depăși provocările inerente ce apar odată cu serviciile digitale.
Totodată, reprezentanții Regiunii Murcia au prezentat una dintre principalele provocări în domeniul resurselor umane din administrația publică în următorii ani, prin raportare la numărul mare de pensionări care vor avea loc și au arătat care sunt demersurile avute în vedere pentru a diminua efectele acestei situații.
Din partea României au mai participat la eveniment reprezentanți ai liderului de proiect – Ministerul Dezvoltării, Lucrărilor Publice și Administrației (MDLPA), precum și ai comunelor Ciugud, județul Alba și Sadu, județul Sibiu, care au avut oportunitatea de a prezenta exemplele de succes înregistrate în digitalizarea serviciilor publice la nivel local, la primul eveniment interregional al proiectului, desfășurat la București, în data de 9 septembrie 2024.
Evenimentul a evidențiat faptul că schimbul de bune practici în contextul cooperării europene joacă un rol major în construirea unor administrații publice digitalizate, mai eficiente și mai aproape de cetățenii lor.

ACoR representatives participation at the Second Interregional Event of the AdCap4GoodGov Project
On February 26-27, 2025, the representatives of the Association of Communes of Romania, (advisory partner of the AdCap4GoodGov project) participated at the second interregional event of the AdCap4GoodGov project, held in Viechtach, Germany.
In this event participated, in person and online, representatives of local, regional and national public administrations from Belgium, Germania, Italy, Latvia, Romania and Spain, along with experts and decision-makers involved in the project activities
The event – organised by the German partner, focused on the vital connection between administrative capacity and human resources, taking into account the fact that human resources represent the force that drive change in any administration.
The event agenda comprised of the following:
a) mutual information on the strategies and tools that AdCap4GoodGov partners use to strengthening administrative capacity for the benefit of the communities they represent;
b) community involvement and support in providing quality services;
c) exploring new good practices/innovative solutions promoted by partners and stakeholders, which help human resources to be better trained and prepared to face present and future challenges;
d) diving into technical meetings to discuss the progress and activities within the project.
In this context, representatives of the Association of Communes of Romania (ACoR) debated with partners on areas of common interest and over ways in which they can benefit from each others’ experiences.
Along with the Belgian partner – the city of Sint Niklaas – this event was also attended by representatives of the municipality of Temse and along by the Spanish partner – the Federation of Municipalities of the Region of Murcia, participated the representatives of the executive structure responsible for recruiting personnel in the Region of Murcia. They presented their initiatives regarding human resources training, in the context of the digitalization of public services and how to overcome the inherent challenges that arise with digital services.
At the same time, representatives of the Region of Murcia presented one of the main challenges in the field of human resources in public administration for the coming years, in relation to the large number of retirements that will take place, and they showed what steps are being taken to mitigate the effects of this situation.
From Romania, also participated in the event representatives of the project leader – the Ministry of Development, Public Works and Administration (MDPWA), as well as of the communes of Ciugud, Alba County and Sadu, Sibiu County, who had the opportunity to present successful examples of digitalization of public services at the local level at the first interregional event of the project, held in Bucharest, on September 9, 2024.
The event highlighted that the exchange of good practices, in the context of European cooperation, plays a major role in building digitalized public administrations, more efficient and closer to their citizens.
